We recently changed our incident tracking software. We use both visual studio and red gate to access TFS source. When checking in in visual studio, the incident number is a custom required field. Is there a way to do the same thing with Red Gate?

I think this might depend on your incident tracking software and how it's implemented. If SQL Source Control lets you commit without the indicent number, then it isn't enforced by the incident tracking system. There might be a way to put a prefix in the comment to associate the commit with the incident, but again this will depend on the particular incident tracking system.
