Need single "special" row to be in a table

I need a "special" row (id = 0) to be in a table. I want to be able to express: "the row must exist, but don't delete all the other rows that may be in the table."

Any way to do this with the static data feature?

No, this isn't possible yet, but please vote for the feature that would allow a WHERE clause to define what constitutes static data.

In the meantime, perhaps you can look at using the migrations feature to insert the record?
