Thank you for your post. This should really have been posted in the SQL Source Control Forum. (we may move it at a later date).
SQL Source Control and Tortoise SVN are relatively different tools.
Tortoise SVN is an opensource tool which does not marry with any specific IDE but rather with Windows Explorer and there is a wide number of uses that it can be put to. Its a kind of jack of all trades.

SQL Source Control is a unique tool that is built specifically as an add-in for SQL Server Management Studio.
