Switch to SQL Data Compare toolbar icon disabled?

When I first installed the product everything worked great and I was able to switch back and forth from Compare to Data Compare by pushing the toolbar icon. At some point the icon stopped working and is not permanently greyed out.

How do I reenable that icon?
