I would recommend using a compare filter in your project to achieve that. You can create a filter file using SQL Compare to exclude users and roles and add the filter to your project so the comparison process in SCA can ignore those objects when importing/generating scripts for changes. You're right. It looks like the new command for generating the migration script in EF Core is Script-Migration https://docs.microsoft.com/en-us/ef/core/miscellaneous/cli/powershell#script-migration I haven't tried this myself but it looks like running Script-Migration -To InitialCreate should achieve the same result / comments
