Sometimes
an issue like this is caused by the dll shared by other Redgate plugins and SQL
Search not matching.So if you have any other Redgate tools installed, making sure they are all on the latest version by running the below installer should do the trick:

When you get that error message, do you also get presented with the option to activate manually at all? If so, please do follow those steps.
If not, could I ask you to try the following?
Navigate to http://localhost:8080/Configuration/Licensing/ManualActivation?licenseKey=000-000-000000-00AA
Where you replace localhost:8080 with your SQL Monitor
installation url and port and the serial key part with your serial key.

Unfortunately the localhost page will not work because SQL Monitor does not use the Redgate Client Service. However, you should be able to get to the manual activation page by copy/pasting the following URL:
http://localhost:8080/Configuration/Licensing/ManualActivation?licenseKey=000-000-000000-00AA
