I discovered the problem. There were orphaned distribution files from an earlier installation with a different digital signature. I deleted those and SQL Compare created new ones on the next execution. Thank you for your help. Greg / comments

I followed your instructions and got a message saying "Activation successful." The product seems to be fully registered and working correctly except that I am still getting the error message I mentioned in my last post. Greg / comments
